How a delegate rules.
A ruling is four checks against the program's handbook, made before a site is offered and never after. License and specialty: does the preceptor hold what the program names? Setting: is it the setting the course requires, not a neighbor of it? Hours: are there enough of them across the term, on the days the member can actually be there? Precedent: has the site carried this program's paperwork before, or will it? Counseling and psychiatric sites answer a fifth check as well: the licensing board's rule on supervision, which a program can make stricter and never looser.
A site that fails a check stays on the roll and off the shortlist. A site that passes is handed to a marshal, and from there the marshal moves four things: the school's own agreement template, the preceptor's credentials, a compliance file dated beyond the term, and the Friday bulletin with its three columns.
